Justin Caporusso
President & CEO
Justin Caporusso is the President and CEO of Caporusso Communications, a leading public affairs consultancy specializing in strategic communications and project management services. With over two decades of experience in public affairs and issue advocacy, he is a seasoned professional in association management and a recognized expert in media relations, government relations, stakeholder engagement, and crisis and issues management.
Caporusso has successfully partnered with public and private organizations to develop and execute campaigns that drive sustained results and meaningful change. From crafting compelling messages and managing complex projects to serving as the corporate spokesperson for a Fortune 200 company, Caporusso brings a comprehensive understanding of communication strategy and the expertise to navigate high-stakes challenges. His proven ability to build and lead coalitions has been instrumental in advancing critical initiatives through complex landscapes.
In addition to his consultancy role, Caporusso serves as the Executive Director of the Mountain Counties Water Resources Association (MCWRA), a 50-member education and advocacy organization dedicated to raising awareness of the Sierra Nevada watershed’s critical statewide importance. Under his leadership, MCWRA has strengthened its advocacy efforts and expanded its influence on vital water resource issues.
Caporusso earned a Bachelor of Arts in Communication Studies from California State University, Sacramento, and holds a Public Information Officer (PIO) Team JIC/JIS certification from the Department of Homeland Security. His combination of strategic insight, hands-on leadership, and dedication to public service has established him as a trusted leader in the public affairs industry.
Taylor Rice
Graphic Design & Digital Specialist
Taylor Rice brings public information, media relations, and digital marketing experience to her role, which focuses on graphic design and digital web services on behalf of the firm’s public sector communications clients.
Taylor graduated from Arizona State University, where she received her Bachelor of Science degree in Marketing. She graduated Summa Cum Laude and became a member of the Beta Gamma Sigma Honor Society. Ms. Rice also received her certification in Public Information and Media Relations from the California Specialized Training Institute.
Emily Randall
Administrative Assistant / Communications Specialist
Emily Randall brings 4 years of scheduling experience, event planning, social media management, and legislative knowledge to our team. Her role focuses on assisting the President, Justin Caporusso, with administrative and executive support, and will utilize her communication and legislative expertise to serve the firm's public affairs clients.
Emily graduated from Sacramento State University in 2020 with a Bachelor of Arts degree in History. She graduated Cum Laude while working full time with the California State Assembly. Mrs. Randall has worked for several Assemblymembers including former Assemblyman Frank Bigelow, former Assemblyman Randy Voepel, Assemblyman Phillip Chen, and Assemblyman Joe Patterson.
